AN INTRODUCTION. Over the past decade, the life cycle (hereinafter LC) has become popularized in Russia. At the same time, the LC has spread to all spheres of human activity. In the context of the 4th Industrial Revolution, the topic of the life cycle developed into a broader concept, and life cycle contracts (hereinafter referred to as LCC) appeared. The life cycle consists of several key stages: pre-design, design, construction, operation, disposal (or restoration). Considering the economic and constructive efficiency of a construction facility, it is safe to say that the pre-design stage is one of the fundamental stages in the housing and communal services of construction facilities. The pre-design stage in construction is the initial stage preceding the development of project documentation, at which the concept is formed, research and analysis are carried out, and the economic feasibility of the project is assessed. Materials. This article presents a study on the justification and analysis of the economic efficiency of the life cycle of construction facilities at the pre-design stage, which is the basis for any facility. The constituent elements of the pre-project stage and indicators of the justification of the investment attractiveness of construction facilities are described. A key role lies in the ability to identify problems at an early stage that contribute to saving financial and material resources. Results. The economic effectiveness of this stage is to minimize risks, reduce costs in subsequent stages, and increase the likelihood of successful project implementation. Various methods for calculating economic efficiency in the general understanding with the given effect indicators are considered. Cost savings will allow us to focus on modernization and the introduction of modern technologies in business production and models. Conclusion. Recommendations are given on optimizing the processes of project creation, financial costs, as well as time frames. The saved financial resources can be used for joint work with foreign companies, or for the use of foreign technologies. As well as investments in the development of new technologies. Based on the above, we can conclude that there is a need for a pre-design stage in the housing and communal services of construction facilities.
