The scientific article examines the development of human capital in the context of economic and political instability and the challenges of global threats. It was found that the reasons for the formation of an innovation-oriented person are closely related, which will allow us to form the main aspects that determine the process of building and evolving human capital in the mega-space. To determine the influence of factors on the formation and development of human capital, a group of factors influencing the formation of human capital in terms of content was studied. The paper also provides an assessment of the "fictionalization" of human capital and shows the results of such an assessment on the activities of the enterprise in particular and the state as a whole. Based on the results of the study, a conceptual model of the formation of the institutional environment of human capital is presented.
