Although material incentives are considered the foundation for motivating employees to improve their productivity, non-material incentives also play a significant role in improving the performance and effectiveness of personnel. In the current Russian civil service system, insufficient attention is paid to non-material incentives for civil servants. This article identifies the following problems with non-material incentives for civil servants in Russia: rigid (“ceiling”) restrictions on career advancement, due to both legal norms and subjective factors; the high level of routine in the civil service, the lack of incentives to develop interest in it, and to develop individual skills, and talents; and the lack of measures to maintain a favorable work environment. Future research could develop measures to overcome these problems.
