Institutional Mechanisms for the Transformation of the Timber Industry in the Republic of Tuva: From a Resource‑Based Model to Sustainable Development

Abstract:
The article examines institutional, infrastructural, and personnel barriers that hinder the transition of the timber industry in the Republic of Tuva from a resource‑based model to sustainable development based on deep wood processing. Despite significant resource potential (forest cover of 49.7%, total timber stock of 1,137 million m³, of which 96.8% are coniferous species), the estimated allowable cut is exploited only at 10.2%, and the share of wood processing in the region’s manufacturing industry does not exceed 1.1%. Three groups of systemic constraints are identified: the lack of long‑term investment incentives, low density of forest roads (less than 0.1 km/thousand ha), and a shortage of skilled personnel. Using methods of institutional design and systems analysis, a set of organisational and economic mechanisms is proposed: concession agreements for integrated forest area development, differentiated tax incentives for deep processing facilities, and targeted training programmes. Additional measures are justified, including the creation of a forest cluster, a digital platform for resource management, and the development of bioenergy based on processing waste. The implementation of the proposed set of measures will increase the utilisation rate of the estimated allowable cut, reduce dependence on roundwood exports, and ensure sustainable socio‑economic development of the region
