The regulation of labor migration is one of the most complex and dynamic elements of the socio-economic policy of a modern state, located at the intersection of national security interests, demographic development, labor market needs, and human rights. In this article, the authors analyze data on migration growth across various population groups and also examine the structure of the number of foreign citizens employed under employment contracts and civil contracts, as determined by audits across the federal districts of the Russian Federation. This analysis reveals various trends in the dynamics of territorial population movement. The evolution of the legal framework and institutional regulatory mechanisms reflects the constant search for a balance between the liberalization of access for foreign labor and protectionist protection of the domestic labor market, between the simplification of administrative procedures and increased control over the stay of migrants.
