The Russian Caspian shelf zone is currently a key region for hydrocarbon production growth. The discovery of the northern Caspian's oil and gas potential in the early 1990s was a major industry sensation, leading to the adoption and implementation of the State Program for the Study of the Russian Sector of the Caspian Shelf. This study proposes a differentiated approach to selecting mechanisms for realizing the oil and gas potential of the coastal regions of the Russian sector of the Caspian Sea. A comparative analysis of the Astrakhan Region, the Republic of Kalmykia, and the Republic of Dagestan identifies three stages of resource development: mature, initial, and pre-project. A range of organizational and economic tools is substantiated for each stage: agreements with large domestic vertically integrated oil and gas companies, promising public-private partnership mechanisms, and cluster mechanisms. It is demonstrated that applying uniform approaches to regions with different levels of development is ineffective and leads to the enclave-like, fragmented nature of the development of the oil and gas sector, which is crucial to the Russian national economy.
