Evaluation of the Human Resource Management System as a Factor in the Formation of Corporate Culture: Adaptation of the Russian Government Quality Award Model

Abstract:
The article substantiates the relevance of a value-oriented approach to human resource management in modern organisations, where corporate culture is becoming a key factor in sustainable development. The theoretical foundations of the relationship between corporate culture and human resource management systems are examined, and E. Schein's levels of culture and the role of values as a connecting link are highlighted. Based on an analysis of the Guidelines for Participants in the Russian Federation Government Quality Awards Competition, harmonised with the EFQM model, direct and indirect criteria are identified that allow for a comprehensive assessment of the contribution of human resource management to the formation of culture. An adapted assessment methodology has been developed, including five blocks, a system of indicators and a procedure for implementation. A visual model is presented that reflects the interrelationship between the blocks and their impact on corporate culture. The methodology can be used for diagnostics, self-assessment and improvement of HR processes in organisations in various industries, allowing gaps between declared values and actual practices to be identified.
