Mathematical model of bus fleet resource optimization in urban logistics conditions: balance of redundancy and efficiency

Abstract:
In the context of urbanization and digitalization of modern megacities, ensuring the reliability of urban passenger transport is becoming a critical factor in improving the quality of life. However, achieving high resilience in transport systems requires significant excess resources, creating a conflict between economic efficiency and operational reliability. This study utilizes a systems approach, queuing theory, Markov processes, and multi-criteria optimization methods. Using empirical data from Moscow, we parametrized the model and conducted a numerical experiment to determine the equilibrium point at which the marginal cost of redundancy matches the marginal socioeconomic benefit of improved reliability. The mathematical model developed by the author enables a transition from intuitive reserve rationing to scientifically based resource allocation. The author's results open up prospects for further research into multimodal transport networks and the implementation of dynamic reserve management based on macroeconomic indicators and current data.
