The article explores the hypothesis of the functioning of special economic zones as a multifunctional mechanism for stimulating the development of export-oriented industries in the context of the transformation of the regional economy under the influence of external sanctions pressure, the volatility of global markets, and the provision of macroeconomic stability. The purpose of the study is to assess the potential of special economic zones as a tool for developing export-oriented industries in individual regions, to identify the main problematic areas of this tool, and to propose the main mechanisms for optimizing its functioning. The study uses statistical methods for analyzing official data and conducting comparative analyses. The study also included a content analysis of legal acts, scientific articles, and expert community discussions, which helped identify the main barriers to the development of this simulation tool for export-oriented enterprises. The study results are not only the identified barriers to the successful functioning of special economic zones, but also a comprehensive approach to the development of export-oriented industries in the regions, taking into account their territorial and sectoral specifics.
