Public-private partnership in infrastructure projects: a legal model and an assessment of economic efficiency

Abstract:
The article examines the legal framework and mechanisms for assessing the economic effectiveness of public-private partnerships (PPPs) in infrastructure projects. Based on the analysis of Federal Law No. 224-FZ "On Public-Private Partnership..." (as amended on 09/01/2026), the key elements of the PPP legal model in Russia are considered.: the concept, principles, structure of the agreement, and risk allocation. The article analyzes international approaches to assessing the effectiveness of PPP projects based on OECD documents, including cost-benefit analysis (CBA) and Public Sector Comparator (PSC) methodologies. It has been established that the Russian legal model of PPP is based on the principles of openness, competition and fair distribution of risks, however, the effectiveness assessment system (comparative advantage) requires further improvement. It is concluded that it is advisable to introduce international standards for project analysis, including a multifactorial assessment of socio-economic effects.
