The personnel management system is not a simple set of individual personnel operations, but a complex and orderly whole. An analysis of existing approaches makes it possible to identify several key aspects that unite the views of scientists on this system. On the one hand, the main task of the personnel management system is to ensure the achievement of the organization's strategic goals through the most productive use of human resources. On the other hand, the system itself includes both functional subsystems, such as personnel selection, training, assessment, and motivation, and support units: financial, informational, legal, and socio-psychological. The HR management system relies on a range of influence methods, including economic, organizational, and socio-psychological tools.
