ABSTRACT

The article presents the results of the analysis of the activities of the Commissioner for Children's Rights in the Amur Region for 2022-2025, based on annual reports, statistical data, and monitoring. The dynamics and structure of citizens' appeals, as well as the main areas of human rights work, are examined: prevention of social orphanhood, protection from violence, legal education, support for the families of participants in the Special Military Operation, and reform of institutions for orphans. Key problems have been identified, including a sharp increase in requests related to education (up to 39.8% in 2025), a 2.6-fold decrease in the number of parental rights revocations, and a shift in the focus of the Commissioner's work. Conclusions have been drawn regarding the effectiveness of the institution, and recommendations have been proposed for improving its operations.
