The study provides a brief analysis of the main problematic issues of legal regulation of procurement activities, as well as gaps in legislation in the field of public procurement, and examines possible ways to overcome them. The main types of control provided for by law in their implementation are considered, and measures are proposed to improve internal and legal control. Standardization and certification are recognized as the most important tools for determining the level of product quality; based on the analysis, proposals are made to improve the standardization of procurement activities and assess the public procurement process. The stages of the activity on standardization of the evaluation of the process of public procurement are considered and optimized. A reasonable conclusion is formed that the development and practical application of a multi-component standard for evaluation of the procurement system will contribute to an objective evaluation of such a system for further management decisions on improving the efficiency and effectiveness of procurement. A concept for the formation of a standardization system for procurement activities of government customers taking into account quality has been proposed. A number of proposals have been developed to improve the contract system in Russia, and priority areas requiring further improvement have been identified.
