This article addresses the pressing scientific and practical issue of developing a methodology for assessing the multidimensional impact of the investment and construction complex (ICC) on the socioeconomic development of a region. The author criticizes the reduction of traditional approaches, limited to a narrow set of economic indicators (construction volumes, housing commissioning), which fails to take into account the full range of direct, indirect, and delayed effects of construction activities, including social, environmental, and spatial consequences. As a solution, the author proposes a structured multi-level methodology based on the principles of systems analysis and the concept of sustainable development. The methodology integrates five key assessment blocks: economic, social, infrastructure-spatial, environmental, and institutional. A system of balanced quantitative and qualitative indicators (KPIs) is defined for each block. The methodological tools include statistical and multiplicative analysis, sociological surveys, spatial analysis methods, and life cycle assessment. The key result of applying the methodology is the calculation of the integral index of the ICC impact, obtained through weighted aggregation of normalized indicators. The practical significance of this work lies in providing regional government bodies with a tool for comparative analysis, dynamic monitoring, identifying imbalances, and substantiating strategic decisions aimed at harmonizing construction activities with long-term goals of sustainable development of the territory.
