Improving the effectiveness of material incentives for civil servants in the Russian Federation through the development of a performance evaluation system

Abstract:
The civil service is a vital sector for any state. At the same time, its effectiveness directly depends on the performance of its personnel – civil servants. A variety of material and non-material incentives are used to motivate them. This article identifies the lack of linkage between employee performance and financial support as one of the key challenges hindering the increase in productivity among civil servants in the Russian Federation. Based on an analysis of scientific literature and international experience, this article explores ways to address this shortcoming by implementing a performance-related pay, establishing key performance indicators for calculating employee contributions to the civil service, and implementing effective contracts.
