The article discusses the theoretical foundations of the formation of territorial service clusters as an important tool for the socio-economic development of regions. Service clusters are defined as geographically concentrated associations of enterprises and organizations specializing in the provision of services that interact through cooperation and competition. The key characteristics of clusters are described: geographical concentration, industry specialization, innovation activity, cooperation and competition. Examples of successful clusters in various industries, including tourism, transport and logistics clusters, are given. The factors of cluster formation are highlighted, such as the availability of infrastructure, qualified personnel, government support and high market demand. It is indicated that the further development of clusters is associated with the integration of digital technologies, strengthening international relations and increasing innovation potential.
