The relevance of the study is due to the importance of labor resources for the development of entrepreneurship in non-urbanized areas. The purpose of the work is to analyze the problem of labor resources in non-urbanized areas using the example of the Omsk region and to consider the possibilities of its solution. Based on the study of existing studies, the features of the labor resources of non-urbanized areas are highlighted. An assessment of the quantitative indicators of labor resources, including in the context of municipal districts of the region, is carried out. It has been established that in certain municipal districts, against the background of the minimum number of labor resources, their maximum outflow is observed. Data are provided confirming the shortage of personnel in agriculture in the region, which is a strategically important type of activity in non-urbanized areas. It has been established that the level of wages is not decisive for vacancies when choosing a territory of life and work. As solutions, it is proposed to create conditions for attracting labor resources to the entrepreneurial ecosystem of non-urbanized territories from outside through the use of digital technologies and the development of the infrastructural component of the territory.
